His duties have included Latin American geopolitical analyst, airborne anti-submarine warfare operations specialist, Foreign Language Intelligence (Portuguese) Translator, and Fleet Intelligence Operations Center Officer-of-the-Watch. He retired from the Navy with twenty years of active and reserve service.
Return to Aviation - With China in the Picture
Seeking to combine his aviation and legal backgrounds, Tom accepted a consulting position with the FH1100 Manufacturing Corp. in Century, Florida, which manufactured turbine-powered helicopters. At FH1100 he was involved with the Federal Aviation Administration’s Aircraft Certification Office, Manufacturing and Inspection District Office, and Flight Standards District Office. His experience there included protracted litigation in defense of the FH1100 Manufacturing Corp.’s rights under the FH1100 helicopter type certificate, and the negotiation and execution of an agreement with a Chinese aircraft manufacturer for the licensed production of FH1100 helicopters in China.
Back to the Cockpit - And Swinging Loads
In 2005 Tom was given the once-in-a-lifetime opportunity to fly Sikorsky S-61s at the Atlantic Undersea Test and Evaluation Center (AUTEC) on Andros Island, The Bahamas, and to serve as the AUTEC Director of Aviation Safety. His responsibilities at AUTEC included managing the Center’s aviation safety program; assuring compliance with Federal Aviation Regulations; directing the U.S. Air Force's Air Mobility Command certification program; and maintaining proficiency as captain of the Sikorsky S-61 helicopter. As a result of major changes to AUTEC's aircraft fleet, Tom completely rewrote the entire General Operations Manual (GOM), which was accepted in its entirety by the FAA on its first review.
His flying duties included the launch and recovery of seaborne targets and weapons in support of AUTEC's test, evaluation and training mandate. The launches and recoveries were done via external load, and were quite interesting - especially in high winds and rough seas. It reminded him of his days "slinging loads" for the Navy. Other interesting flight achievements included two coast-to-coast flights in the S-61 (From Andros Island, The Bahamas, to Vancouver, British Columbia, and back).
Conflict Zone - Kabul Was My Address
In 2011 Tom was offered a position with the U.S. Department of State Air Wing. Beginning as an S-61 line pilot, Tom was quickly promoted to aircraft commander, airborne mission commander (running multi-aircraft missions, including Huey gunships), lead pilot for the CH-46E program, deputy operations manager for Afghanistan, base manager for the State Department air base in Kandahar, and International Aviation Operations Director for DynCorp International, the contractor responsible for State Department Air Wing maintenance and operations.
As lead pilot for the CH-46E program, Tom had the privilege of leading three dozen U.S. Marines flying the Marine Corps-configured version of the aircraft. They deployed on missions throughout Afghanistan in support of the U.S. Embassy and the DEA. It was a surreal feeling for Tom when he pulled pitch and took off in an H-46 for the first time in 30 years!
Passing the Bar (Again)
Tom has maintained his law license continuously since 1988. Upon moving to Florida in 2013, he took and passed both the Florida bar exam and the Florida Board of Bar Examiners' stringent character and fitness review. Tom is a member in good standing of both The Florida Bar and the State Bar of Georgia.

Tom is a helicopter airline transport pilot, with type ratings in the Sikorsky S-61 and the Boeing BV-107; a helicopter certified flight instructor and instrument flight instructor; as well as an instrument rated commercial airplane pilot. He also holds an FAA Airframe & Powerplant Mechanic rating. He has established a helicopter world speed record for flight between Vancouver, British Columbia, Canada and West Palm Beach, Florida, USA, as certified by the Fédération Aéronautique Internationale and the National Aeronautic Association.
